Charges Pending for Man Seen in Police Restraint Video
The Marion County Prosecutor's Office said it is "awaiting the full investigative report from the Lawrence Police Department that includes what led up to the incident as well as its investigation into the officers' conduct prior to making a charging determination."
A video circulated on social media shows two officers striking Armstrong while he is on the ground. The Lawrence Police Department released videos from officers' bodycams and patrol cars on Thursday afternoon, noting "video evidence is only one part of the investigation" and urging the public to allow the investigation "to be completed before forming final conclusions."
Armstrong has been released from jail, according to his sister. He had been arrested around 4:30 p.m. Tuesday after police were called to an "ordinance violation" involving a white Ford Explorer parked in an emergency fire lane outside the Walmart Supercenter.
"Video evidence is only one part of the investigation," the Lawrence Police Department said in a statement. "We are continuing to gather witness statements, officer reports and other evidence." The department also urged the public to allow the investigation "to be completed before forming final conclusions."
Armstrong's mother and stepfather expressed disappointment in Lawrence police on Wednesday evening.
